Upgrade WorldHub canister

This proposal upgrades the WorldHub canister of World Protocol. 
    Proposed changes, features or fixes : 
    1. Add a function to WorldHub canister that allows for upgrading WASM of UserNode canisters in the World Protocol.
    2. WorldHub canister can now upgrade all existing UserNode canisters to latest version via SNS proposal to make them compatible with latest version of World canisters.
