Upgrade SNS root canister

The upgrade sets the memory allocation of SNS canisters to best effort mode. This corrects the settings of the SNS canisters after the bug in the governance canister setting the memory allocation to 1GB during all upgrades has been fixed in [proposal 121](https://dashboard.internetcomputer.org/sns/xjngq-yaaaa-aaaaq-aabha-cai/proposal/121).
