Transfer 800 ICP to Fund Fund CoinTelegraph PR Marketing Collab Invite.

This proposal is a follow-up to motion proposal #35. If accepted, 800 ICP from the SNS treasury will be transferred to a wallet controlled by the Sneed Founding Team. The ICP will be used to fund the CoinTelegraph PR Marketing initiative as per accepted proposal #35. If less than 800 ICP are needed to receive 10,000 USDT, then the difference in ICP will be returned to the Sneed SNS DAO treasury.
