Transfer 375 ICP to Fund CoinMarketCap Priority Listing.

This proposal transfers 375 ICP from the SNS treasury to a wallet controlled by the Sneed Founding Team. The ICP will be exchanged to USDT and used to fund CMC Priority Listing as per accepted proposal #31. If less than 375 ICP are needed to receive 5000 USDT, then the difference in ICP will be returned to the Sneed SNS DAO treasury.
