Motion to propose sending 1 Sneed DAO token from SNS treasury to a user who mistakenly sent their old Sneed to a blackholed canister instead of to the SneedSwap converter dApp.

This is a community initiated motion to propose that 1 Sneed DAO token be sent from the Sneed SNS Treasury to the wallet oekpa-i5osv-zqi7u-gobos-25hyk-f2skk-qb6xo-3xhw2-yef2k-7g6ov-xqe to reimburse the user for their 1 old Sneed token mistakenly sent to the blackholed old token canister instead of to the SneedSwap converter dApp canister.

Since the old token canister is blackholed, this means it is impossible to recover the old Sneed token that was sent to it, and that token is for all practical purposes burned. Consequently, 1 of the 6,508 new Sneed DAO tokens that were sent from the SNS treasury to the SneedSwap converter dApp will forever remain unclaimed on the converter.

Since the purpose of the SneedSwap converter dApp is to send users new Sneed DAO tokens in exchange for on-chain proof that they have handed over their old Sneed tokens to the SneedSwap converter dApp to be burned, this is just executing the converter's method of operation manually instead of automatically. There should be no cost to the DAO, which can as a follow-up reclaim the 1 new Sneed DAO token from the SneedSwap converter dApp at a later stage with a WASM upgrade. 

If this motion passes the next step will be an active TransferSnsTreasuryFunds proposal to send the 1 Sneed DAO token to the user's wallet.
