The upcoming replica version release (425a0012aeb40008e2e72d913318bc9dbdf3b4f4) introduces the first part of the feature to reduce the latency of tECDSA signature requests. For compatibility reasons, signature requests should be temporarily handled on the backup subnet, while the signing subnet is being upgraded.

This proposal enables signing with tECDSA test key `Secp256k1:test_key_1` on its backup subnet `fuqsr`.
