This proposal seeks approval to upgrade the `icrc1_oracle` canister to version v1.8.0 to deliver the following Q2 2026 milestones:

- Proactive Security Alerts. Automated notification system for logins from unrecognized locations with direct, single-click global session termination ("Secure Account").
