Backend Upgrade Proposal to v0.2.8


## Summary

### Overview

This proposal upgrades the Kinic backend to v0.2.8. This upgrade updates the fixed cycle top-up target canister used by `request_cycles`.

This change is required because the wiki canister has been moved to the SEV subnet:

The fixed top-up target will change from `xis3j-paaaa-aaaai-axumq-cai` to `6emaw-iyaaa-aaaay-aacka-cai`.

### Changes

- Updated the authorized `request_cycles` target canister to `6emaw-iyaaa-aaaay-aacka-cai`.
- The `request_cycles` API remains unchanged.
- The target canister can call `request_cycles` and receive 2T cycles when the request is authorized, the launcher-side guard interval has elapsed, and launcher retains its configured reserve.
- The previous target canister `xis3j-paaaa-aaaai-axumq-cai` will no longer be authorized to request the fixed top-up after this upgrade.
