Upgrade launcher to v0.2.7: add pull-style cycle top-up request endpoint


Upgrade launcher from v0.2.6 to v0.2.7.

This release adds a pull-style cycle top-up endpoint for the wiki canister `xis3j-paaaa-aaaai-axumq-cai`.

The target canister can call `request_cycles` on launcher and receive 2T cycles when the request is authorized, at least 24 hours have elapsed since the previous successful request, and launcher retains its configured reserve.
