This is to address the scenario where a public community or group has been created for a name which it doesn't legitimately represent.

# Description

This release completes the disclosure package for the media hash-scanning go-live (see the 2.0.2030–2.0.2037 release train). The OpenChat terms of service and privacy notice now describe the media checking precisely: media posted to public groups and to public channels of public communities is checked against databases of known child sexual abuse material using PhotoDNA technology licensed by Microsoft; only a non-reversible digital fingerprint of the media is shared with the matching service and the media itself never leaves OpenChat infrastructure; nothing is retained when media does not match; and content held for moderation review or legal reporting obligations cannot be deleted while those obligations apply.

Because the terms have changed, the terms version is bumped and each user is shown a one-time notice summarising the change and asked to accept the updated terms. The notice copy is translated into all supported languages.
