Preparing for On-Demand Nodes in Cloud Engines

This proposal registers additional data centers to step-by-step add the capabilities needed for on-demand nodes. Such nodes will be available in addition to the existing bare-metal nodes to adapt to the demand. For now, this proposal adds 6 new data center records to the registry, expanding the network's cloud footprint across North America, South America, Europe, Asia-Pacific, the Middle East, and Africa.
