**Summary**
The NNS should acknowledge that depending on a single, centrally moderated forum for governance discussion is a problem. This motion makes solving that problem a priority and asks the community to assess whether existing options - most notably **TAGGR** - already meet our needs before proposing anything new.

**Why this matters**
Today, the IC Developer Forum is the only whitelisted place for proposal links in the formal URL field. We’ve seen [governance posts disappear](https://forum.dfinity.org/t/silently-deleted-governance-related-posts/58427) or be [edited](https://forum.dfinity.org/t/subnet-management-qxesv-application/33759/16) by a privileged account without notice or a public record. Off-chain moderation is vulnerable to social or legal pressure, as well as individual human error. Token holders deserve access to a complete, durable history of proposal debate that doesn’t hinge on trusting one operator.

**The problem in short**

* No cryptographic proof that posts weren’t altered or removed.
* No decentralised audit trail of moderation actions.
* Real risk that off-chain pressure skews governance conversations.

**What this motion asks**

1. **Acknowledge the risk** of relying on an off-chain, centrally controlled forum for NNS governance.
2. **Prioritise** a move to a censorship-resistant alternative. Start by **evaluating existing solutions** (such as TAGGR) against reasonable Web3 expectations: immutability, open moderation logs, reliable archiving, and usable UX. If none suffice, outline minimal requirements and next steps for an on-chain or otherwise verifiably decentralised forum.

There’s no hard deadline attached here. The first step is to **formally recognise the problem** and agree that a solution is needed. Step 2 begins with open discussion and broad community input.
