# Summary

This proposal offers IC GHOST to the NNS to be turned into a decentralized service by the creation of an SNS to govern the IC GHOST canisters.

# Why the Need for Resubmission?

According to the design of the SNS framework and the parameters set for IC GHOST, the NNS community had concerns about the lack of lock-up for GHOST tokens in the SNS swap, which meant that participants in the swap would not immediately acquire voting powers, they would need to stake their tokens again to obtain voting powers. As a result, the NNS community was apprehensive that the IC GHOST team could exert control through arbitrary proposals after the SNS swap. Consequently, the NNS community did not approve the initiation of the SNS swap for IC GHOST (you can review the proposal here: https://dashboard.internetcomputer.org/proposal/123409). 

We understand these concerns and have been discussing and incorporating feedback from the developer community and IC community to make improvements.

And now, if we (the IC GHOST team) make a second attempt at launching the SNS, we would need to start the SNS creation process from the beginning. This involves submitting a first proposal, installing and initializing new SNS canisters, and then submitting the second proposal for the SNS swap.

With the assistance and feedback from the IC community and the DFINITY Foundation team, we have made the necessary changes to the SNS parameters to address the concerns raised by the NNS community. We're back now! 

# Who sent this proposal?

This proposal is sent by the IC GHOST team. IC GHOST is the first meme coin on the Internet Computer. The project is presented on [this website](https://yadjb-mqaaa-aaaan-qaqlq-cai.raw.ic0.app/).

# What is the purpose of this proposal?

The IC GHOST team offers the IC GHOST website, NFTs, etc. to the NNS to be turned into a decentralized service by the creation of a Service Nervous System (SNS) DAO to govern IC GHOST.

The following IC GHOST canisters would be directly controlled by the SNS: 
- IC GHOST frontend canister: `yadjb-mqaaa-aaaan-qaqlq-cai`
- IC GHOST NFT Collection canister: `xzcnc-myaaa-aaaak-abk7a-cai`
- IC GHOST Token (EXT) canister: `fjbi2-fyaaa-aaaan-qanjq-cai`

If this proposal is approved, the NNS mandates that the necessary steps to create a Service Nervous System (SNS) DAO to govern IC GHOST are taken.


# What is the technical effect of this proposal?
The implementation of the proposal will authorize and require DFINITY to deploy the necessary SNS canisters on the SNS subnet. These SNS canisters will initially operate in a mode limited by pre-decentralization sale conditions, wherein their functionalities are restricted and token movements are prohibited until the completion of the decentralization sale. From a technical perspective, the proposal entails granting the cycles wallet associated with principal ID `pebxs-jiaaa-aaaal-acrga-cai`, which is under the control of the IC GHOST team, the privilege to initiate a call to the SNS wasm modules canister (SNS-W) for the installation of SNS canisters. This privilege is granted for single use only, as the execution of such a call will result in its revocation.

# What is this proposal not about / what will be decided in a second, future proposal?

This proposal does not yet include any concrete parameter choices for the IC GHOST SNS. These parameters will be contained in an upcoming second NNS proposal to initiate the IC GHOST decentralization sale and SNS DAO creation and thus can be checked and voted on at that time together with the conditions for the decentralization sale. If the NNS rejects this second proposal, the launch of the SNS is considered unsuccessful and the DApp’s control is given back to the IC GHOST team.
