Rationale:
(1) NNS is mainly used to address protocol layer upgrades, most of which involve technical upgrades.
(2) For application layer problems caused by non-protocol layer reasons, there is no need to break the protocol rules to meet the needs of a certain dapp, and doing so will reduce the community's confidence in the protocol.
(3) Application layer-related proposals may involve related interests behind the scenes, and it is difficult to judge whether it is intentional and who is right and who is wrong.
(4) If a foundation feels a real need to vote on an application layer proposal, it is necessary to initiate a motion. The Foundation will only vote on the proposal after meeting the condition that the motion receives more than 70% support from a pure community vote (in which the Foundation itself does not participate). -- A specific rule like this.

MOTION: Regarding the NNS proposal for the application layer, the Foundation should establish clear voting rules and reduce intervention in the community.
