This motion proposes that node providers who did not respond to either of the two incident response smoke tests be subject to a 50% reduction of node rewards for a period of three months.

This motion proposal follows up on motion proposal 141740, [Node Provider Standards](https://dashboard.internetcomputer.org/proposal/141740).

As discussed in the Node Provider Working Group, two incident response smoke tests were conducted to assess whether node providers can be reached within a reasonable time during a potential subnet recovery situation. The results were shared in the forum thread [Incident response times for node providers](https://forum.dfinity.org/t/incident-response-times-for-node-providers/60507).

Incident response readiness is critical for the resilience of the Internet Computer, especially for subnet recovery and even more so for the NNS subnet. In both smoke tests, several node providers did not respond within 24 hours. As a result, the number of responsive node providers remained below the threshold required for NNS subnet recovery.

As an enforcement measure, this motion proposes that node providers who did not respond to either of the two smoke tests should be subject to a 50% reduction of node rewards for a period of three months.

The intent of this measure is to ensure that node rewards remain aligned with operational readiness and the resilience expectations set out in the node provider standards.
