This includes not only formally recorded grants, but also any indirect, partial, or historically undocumented allocations that can be reconstructed through on-chain evidence or internal records.

Where direct records are incomplete:

- infer allocations from:
  - canister creation patterns
  - cycle top-ups
  - ledger and system events
- mark confidence levels:
  - **verified**
  - **reconstructed (high confidence)**
  - **reconstructed (best effort)**
