This motion asks the NNS community to support a structured design process to evaluate whether the Service Nervous System (SNS) should evolve into a more clearly separate governance-service layer from the NNS product surface and the ICP base-layer governance brand.

The design process should examine:
1. product and interface separation between NNS and SNS,
2. whether SNS projects should operate under explicit standards, responsibilities, and lifecycle rules,
3. whether projects using the SNS framework should be subject to an ICP-denominated service-fee model,
4. public cost models for supporting SNS infrastructure,
5. and follow-up implementation options for later governance review.

This motion does not itself impose fees, force mergers, confiscate treasury, or execute immediate technical changes. It requests formal exploration and community review of these ideas.

Propose a text that can be adopted or rejected. No code is executed when a motion is adopted. An adopted motion should guide the future strategy of the Internet Computer ecosystem.

## Objective

Request community support for a structured design process to evaluate whether the Service Nervous System (SNS) should evolve into a more clearly separate governance-service layer from the NNS product surface and the ICP base-layer governance brand.

## Background

Today, the Internet Computer ecosystem already distinguishes between:
- the NNS, which governs the Internet Computer network itself, and
- the SNS, which governs individual decentralized applications and DAOs.

However, the current user experience, governance path, and institutional framing still leave SNS closely associated with the NNS surface and the ICP brand.

This motion is based on the view that clearer separation may benefit both sides:
- ICP / NNS would become a cleaner and stronger base-layer governance brand.
- SNS would become a more explicit DAO-governance service layer for applications, with its own standards, expectations, lifecycle rules, and operating model.

## What should be explored

1. Product and interface separation between NNS and SNS
2. Institutional separation between base-layer governance and app-level governance
3. Candidate SNS service-fee models payable in ICP
4. Public cost models for SNS support, maintenance, and governance tooling
5. Lifecycle and standards implications for projects using the SNS framework
6. Follow-up implementation options for later governance review
