Inform the cycles minting canister that a certain principal is authorized to use certain subnetworks (from a list). Can also be used to set the "default" list of subnetworks that principals without special authorization are allowed to use.

The node team is requesting access to the SEV test subnet to install a few canisters for (performance) testing. This is a next step in our path towards public SEV-enabled subnets. Since the SEV test subnet is an application subnet, the usual cycle costs apply.
