# Proposal to Create Canister Migration Canister on NNS Subnet with Empty WASM

__Proposer__: DFINITY Foundation

Canister Migration (Feature IC-1838) requires a new NNS canister to orchestrate the handover of a canister ID from one
subnet to another.

This proposal establishes a canister ID for the new Migration Canister, so that testing infrastructure can be set up.

At this time, a no-code wasm is being installed. It is the minimum valid wasm bytes, which consists of:

Magic number (4 bytes): \0asm (0x00 0x61 0x73 0x6d)
Version (4 bytes):      1     (0x01 0x00 0x00 0x00)
