The goal of this proposal is to set the proposal reject fee to 25 ICP due to current high volume of spam proposals (e.g. [134783](https://dashboard.internetcomputer.org/proposal/134783), [134788](https://dashboard.internetcomputer.org/proposal/134788), [134802](https://dashboard.internetcomputer.org/proposal/134802)) that advertise an airdrop and provide links that at least one person in the ICP community warned is asking for private information.  Increasing the fee will make it more expensive to submit spam proposals and is considered a temporary solution.  The proposal reject fee can be changed by Network Economics proposal in order to provide a quick and easy mechanism that can help mitigate abuse of our Governance Motion proposal system.  Submitting airdrop spam proposals qualifies as a good reason to consider changing the fee.  
  
The plan is to increase the fee with consecutive proposals in smaller increments until the spam stops.  If these proposals are adopted, then no funds are lost and additional proposals will continue as needed until the spam stops.  If a proposal is rejected, then the proposal reject fee will be large and no additional proposals will be submitted.  
  
The last successful proposal of the Network Economics Topic and the Manage Network Economics Type was [proposal 64141](https://dashboard.internetcomputer.org/proposal/64141).  The payload of this new proposal is the same as the payload of that proposal with the exception of the reject_cost_e8s increase from 1_000_000_000 to 2_500_000_000.
  
The neuron that is being used to submit these proposals has been crowdfunded by the community in the past for use in these types of situations.  If the current funds become insufficient, then additional croudfunding will be required in order to continue trying to mitigate the issue.  This neuron [12008772471346176261](https://dashboard.internetcomputer.org/neuron/12008772471346176261?pr-s=100) is staked with an 8 year dissolve delay and has a long history of proposal submission, so it will remain deticated to public good regardless of how much crowdfunding is received.
